From what I've been told by a friend who works at station, there is hardware that TV stations have used for years that auto-adjust volume levels gradually so that viewers "won't notice" the change. The problem is that it takes roughly 20-30 seconds for the hardware to measure levels, then change them in real time, which is why commercials blast on and then eventually level off in volume. Then when your show comes back on, the the levels go way up again. It depends on how differently the show and the offendingly loud spot was mixed in audio.
